The proposed ordinance enables the creation of Tourism Improvement Districts (TIDs) with the power to levy taxes, fees or assessments on lodging businesses (with 50 or more rooms), or upon persons purchasing lodging, to fund tourism improvements and services. TIDs, the tourism-specific model of the traditional Business Improvement District (BID), are used elsewhere in the United States but do not yet exist in Colorado as proposed.

Enabling legislation for TIDs was originally proposed to the City by Visit Denver and the Colorado Hotel and Lodging Association to help fund destination marketing for the City and an expansion of, and future capital improvements to, the Colorado Convention Center.
