The 911 Emergency Communications Trust Fund requires a transfer from the General Fund this year to cover a $6,381,300 deficit. The Trust Fund’s main source of revenue is the monthly surcharge on phone lines, collected from phone users by telecommunication companies and remitted to the City and County of Denver. This revenue has underperformed relative to projections since 2016. On the expense side, the move to the new Emergency Communications Center has resulted in some unforeseen costs. The Fund also supports 911 call-takers, and the underperforming revenue has been unable to keep pace with the costs required to reach National Fire Protection Association standards for response times.

 

The Executive Director of Safety commits the Trust Fund to paying back the General Fund for the value of the supplemental, contingent upon the Public Utilities Commission approval of EDOS’s application to increase the monthly phone surcharge rate from $0.70 to $1.20.

 

Approval of this supplemental will result in a General Fund contingency balance of $19,967,700 or 58% of the original contingency as approved in the 2018 budget.
