A bill for an ordinance establishing a new fund in the Public Health Special Revenue Fund Series for the “Solutions Center” Program, transferring the cash balance associated with the “Solutions Center” Program from the Human Services Special Revenue Fund Series, and making an appropriation in the Public Health Special Revenue Fund.
Establishes the Solutions Center Special Revenue Fund and transfers cash from Fund 13812 in the Human Services Fund Series into the new Solutions Center fund. The Committee approved filing this item at its meeting on 11-6-18.

The Solutions Center provides acute care and temporary living facilities to individuals in crisis in the City of Denver with the intent to stabilize and reconnect them to the greater Denver society. In 2018, it is budgeted in the Denver Human Services (DHS) Special Revenue Fund Series in the Homeless Services Fund (13812). It has historically been managed by the Office of Behavioral Health Strategies, which moved from DHS to the Department of Public Health and Environment (DDPHE) in 2018. Because of this move to DDPHE, the Budget and Management Office requests that the Solutions Center be budgeted in the Public Health Special Revenue Fund Series, as it will be managed by DDPHE moving forward. The expending authority will be the mayor or his designees, in particular, the Executive Director of DDPHE. This Fund will be appropriated and lapsing. The fund-org combination is 14808-6501900.
If this companion ordinance to the long bill is approved, the cash associated with the Solutions Center in fund 13812 would be transferred to the new Solutions Center Fund, 14808, in the Public Health Series.
