Type and Scope of services to be performed:

 

                     Replace the existing Delgany Interceptor within the National Western Center approximately from the right-of-way for Interstate 70 on the south end of the NWC to the existing siphon inlet structure on the north end of the NWC.

                     Install an odor control and mitigation biofilter system on the NWC campus.

                     Provide for the installation and utilization of a heat recovery system as an element of the district energy program to be established by the City and the National Western Center Authority to achieve long-term NWC energy goals.

 

Metro Wastewater Reclamation District (Metro Wastewater) owns and operates a sanitary sewer system, known as the Delgany Interceptor, which includes approximately 1,900 feet of above-grade piping along the South Platte River through the National Western Center (NWC) campus. The NWC Master Plan, adopted in 2015, recommended that the pipes be relocated or buried to improve access to and the health of the South Platte River. The relocation of the Delgany Interceptor benefits Metro Wastewater by creating a new below-grade interceptor that is designed for the hydraulic conditions they expect in their planning future.

 

Additionally, City and Metro Wastewater desire to install an odor control and mitigation biofilter system at the NWC and provide for the utilization of a heat recovery system as an element of the campus energy program to be established by the City and the National Western Center Authority through a long-term agreement with a Campus Energy Partner.

 

To facilitate the design and construction of infrastructure work, the City will procure the design of the project under the NWC’s existing horizontal infrastructure design contract and procure the construction of the project under the existing horizontal integrated construction (HIC) contract.

 

As a companion to this ordinance, a non-lapsing capital project special revenue fund will be created to allow the City to accept and expend the $8,689,506 contribution from Metro Wastewater to complete this work.
