Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

Approves the creation of a new Drug Strategy and Behavioral Health Donations Fund in the Public Health Special Revenue fund and transfers cash from the Drug Strategy and Behavioral Health Donations Fund in the Human Services Special Revenue Fund

Ordinance number 156, series 2004, created a Drug Strategy Donations Fund in the Human Services Fund series. When the Office of Behavioral Health Strategies transferred from the Department of Safety to Denver Human Services, this fund was expanded through ordinance number 414, series 2016, to allow for donations to support behavioral health and renamed the Drug Strategy and Behavioral Health Donations Fund. The Office of Behavioral Health Strategies transferred to the Department of Public Health and Environment, Community and Behavioral Health division from Denver Human Services in 2018.  The Behavioral Health program includes a donations fund for Drug Strategy and Behavioral Health, and so administration of these funds needs to move to DDPHE.  After the new fund is created, the remaining cash in the old SRF (13703) will be transferred to the new fund (14703), and the current SRF at DHS will be closed.  The cash balance in the current fund is approximately $7,954.   The new fund will be a revenue-based, non-lapsing SRF.
