EXECUTIVE SUMMARY
Background: Business Improvement Districts (BID’s) are organized for the benefit of commercial properties to assist with infrastructure improvements and their maintenance, as well as having the ability to perform marketing and economic development activities. The BID is managed by a board of directors made up of electors from the District. The size of the board of directors is required to be at least five members but can be greater as determined by City ordinance. The Mayor appoints the members of the board of directors, and such appointments are confirmed by City Council.
Request: The Five Points BID was created in 2016 by Ordinance No. 0341, Series 2016. This creation ordinance initially structured the board of directors to be comprised of five electors of the District and established a quorum to be three directors. As the District further refines its operations, a need has arisen for greater elector representation on the board. To allow for this, the BID requests that the board of directors be expanded from five electors to seven electors.
