A bill for an ordinance establishing a new fund in the Community Development Special Revenue Fund Series for the “Homeless Services” Program, making an appropriation, and authorizing a cash transfer.
Establishes a new Homeless Services Fund in the Community Development Special Revenue Fund Series under the administration of the Department of Housing Stability, transfers the cash balance from current Homeless Services Fund in the Human Services Special Revenue Fund Series, and appropriates budget in the new Homeless Services Fund for 2020. The Committee approved filing this item at its meeting on 11-5-19.

As a part of the creation of the Department of Housing Stability (HOST) in the 2020 Budget, funding that supports staffing and programs dedicated to individuals experiencing homelessness is moving from Denver Human Services (DHS) to HOST. To best support existing programs and contracts that currently support individuals experiencing homeless, and to ensure dedicated support to homeless programs in the future, a new SRF in the Community Development Special Revenue Fund Series will be created, Fund Number 16812, under the administration of the Department of Housing Stability. This fund will be appropriated and non-lapsing. The cost center will be 0145100.
The initial cash transfer and appropriation in Fund Number 16812 will be $4M. Since this amount is based on funds remaining in Fund Number 13812 when the program is closed, it may be adjusted based on transactions in 13812 that occur between now and year-end close. Additionally, the appropriation in 13812 may also need to be increased in 2020 to complete the cash transfer. Once all above transactions are complete, Fund No. 13812 will be closed.
