Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

As a part of the creation of the Department of Housing Stability (HOST) in the 2020 Budget, funding that supports staffing and programs dedicated to individuals experiencing homelessness is moving from Denver Human Services (DHS) to HOST. As part of this move, the Continuum of Care grant programs will no longer be administered by DHS through the Shelter Care Plus Fund, Fund No. 13012. Instead, a new grant Fund, the Continuum of Care Fund, Fund No. 16014, in the Community Development Special Revenue Fund Series, will be created for HOST to administer all Continuum of Care Grant programs. The cost center for the new CoC fund will be 0145100.

Transferring the CoC grant programs from DHS to HOST administration may require financial transactions or other administrative actions to complete the transition in the City’s financial system of record. The existing CoC grant under DHS (Fund No. 13012) will be closed once the above transactions are complete.

A summary of all Continuum of Care grants can be found in the “Grants” section of the 2020 budget book.
