A resolution approving a proposed Amendatory Agreement between the City and County of Denver and La Raza Services, Inc. to provide jail to community transition services.
Amends a contract with La Raza Services, Inc. by adding $561,686 for a new total of $1,111,686 and one year for a new end date of 12-31-20 for operation of the Transition from Jail to Community Collaborative (TJCC) to reduce recidivism through targeted supportive services delivered both in jail and in the community to address an individual’s criminogenic risk factors (ENVHL - 201952892-01). The last regularly scheduled Council meeting within the 30-day review period is on 1-27-20. The Committee approved filing this item at its meeting on 12-18-19.

Type and Scope of services to be performed:
The TJCC has been operational for approximately a year-and-a-half. The Crime Prevention and Control Commission (CPCC) has recommended an additional year of funding to comport with the Commission’s understanding of initial funding to be two years. For 2018, which was a partial year of operation, the CPCC’s analysis shows promise in delivery a positive return on investment. In 2019, the TJCC has worked extensively with partners in the Sheriff Department, the Office of Behavioral Health Strategies, and the Colorado Coalition for the Homeless to refine and improve the program to positively affect both ROI and fidelity to the TJC model. It is with these considerations in mind that the Commission recommends another year of funding.
The TJC program utilizes best practice methods to reduce recidivism or likelihood of a person returning to jail by improving stabilization upon returning to community and improving the quality of life for persons involved in the criminal justice system.
