A resolution approving a proposed Amendatory Agreement between the City and County of Denver and The Colorado Coalition for the Homeless to provide bridge housing and supportive services for homeless individuals.
Amends a contract with Colorado Coalition for the Homeless by adding $566,000 for a new total of $1,132,000 and one year for a new end date of 12-31-20 for rental assistance and support services including employment assistance, disability benefits, mental health services and substance treatment for individuals and families who are experiencing homelessness or are at risk of becoming homeless, citywide (OEDEV-201952715-01; 201846924-01). The last regularly scheduled Council meeting within the 30-day review period is on 2-10-20. The Committee approved filing this item at its meeting on 1-8-20.

Type and Scope of services to be performed:
The Tenant-Based Rental Assistance (TBRA) Program provides rent assistance and case management securing permanent, stable, decent, safe and sanitary housing for households that are experiencing homelessness or are at imminent risk thereof. The Colorado Coalition for the Homeless’ qualified TBRA participants will demonstrate increased access to benefits, maintain stable housing while in the program, and secure permanent housing at the end of the program. Participants will stabilize in permanent housing by increasing financial resources through accessing mainstream benefits when appropriate, by improving job skills and obtaining new employment, and/or enhancing their current employment; by acquiring life skills including budgeting, parenting, and educational opportunities; and through supportive home-based case management.
This amended $1,132,000 contract will serve a total of 94 households by December 31, 2020.
