A resolution approving a proposed Second Amendatory Agreement between the City and County of Denver and Colorado Health Network, Inc. d/b/a Denver Colorado AIDS Project to amend the scope of services and modify certain other terms of the contract.
Amends a contract with Colorado Health Network, Inc. to increase the maximum allowable per household Short-Term Rent Mortgage Utility Assistance from $1,200 to $2,000 to keep up with increased housing costs in Denver as part of the housing services and supportive services under HUD Housing Opportunities for People with AIDS (HOPWA) federal funds, citywide. No change to contract amount or duration (OEDEV-201952796-02; HOST 202054364-02). The last regularly scheduled Council meeting within the 30-day review period is on 6-22-20. The Committee approved filing this item at its meeting on 5-20-20.

Type and Scope of services to be performed:
Denver contracts with public and nonprofit providers to deliver HOPWA-funded services, with the largest being this contract with the Colorado Health Network. HOPWA funds are used for a wide range of housing, social services, program planning, and development costs. These include the acquisition, rehabilitation, or new construction of housing units; costs for facility operations; rental assistance; and short-term payments to prevent homelessness.
An essential component in providing housing assistance for this targeted special needs population is the coordination and delivery of support services. Consequently, HOPWA funds also may be used for services including assessment and case management, substance abuse treatment, mental health treatment, nutritional services, job training and placement assistance, and assistance with daily living.
Low-income persons at or below 80% AMI that are medically diagnosed with HIV/AIDS and their families are eligible to receive HOPWA-funded assistance. The participant population to be served consists of low-income people living with HIV/AIDS who need assistance with maintaining long-term, stable, permanent housing. Assistance may be provided after review of the participant’s eligibility and other requirements for the following:
• Tenant Based Rental Assistance
• Short-Term Rent Mortgage Utility Assistance (STRMU)
• Supportive Services
• Permanent Housing Placement
The purpose of this amendment is to increase the maximum allowable per household STRMU assistance from $1,200 to $2,000 to keep up with increased housing costs in Denver. This will subsequently decrease their STRMU outcomes from 220 households to 180 households over the two-year contract term.
