Type and Scope of services to be performed:

In order to meet the DRCOG TIP grant requirements and to maximize the amount of the TIP grant, the project has been split into two separate construction packages.  An adverse historic determination on the Iowa Underpass portion of the project would not have been able to be resolved in time to meet the IGA contract requirement to advertise the project by Sept. 2020.  Consequently, the decision was made to de-federalize the Iowa portion of the project. Additional funds are needed for HDR to prepare two separate bid packages for the work, as the original contract only provided for a single package, along with providing design services during construction for both packages. The time extension is required for HDR to provide design services during construction for each package.
