Type and Scope of services to be performed:

This contract amendment will provide for the continued administration and execution of the city’s Small Business Emergency Relief Fund (SBERF), with this contract amendment specifically deploying additional federal Coronavirus Relief Funds (CRF) to Denver’s small businesses financially impacted by COVID-19 health crisis.

 

Given the time urgency and extreme need of the most vulnerable businesses in Denver’s economy, the SBERF was launched this spring with a mix of city General Fund dollars, and now it is entirely funded through federal CRF.

 

The program maintains a very strong commitment to delivery through an equity lens. To support Denver’s most vulnerable businesses, the program will continue to prioritize small businesses located in neighborhoods identified by DEDO at most risk of involuntary displacement.

 

Since the crisis began, DEDO has been actively providing grant assistance up to a maximum of $7,500 to eligible Denver businesses experiencing economic impacts resulting from COVID-19. As of August 31, 2020, 1,100 grants averaging about $6,200 have been awarded to SBERF applicants, disbursing a total of approximately $6.8 million into the community. Nearly all Coronavirus Relief Funds available to the citywide program under this contract have been disbursed; this amendment will allocate additional CRF to this small business emergency relief program so that it can continue.

 

MHUW is consulting with and providing technical assistance to DEDO staff in reviewing the program applications, and is also managing the individual financial transactions to disburse the grants to the small businesses awarded.
