Type and Scope of services to be performed:

EXECUTIVE SUMMARY

 

Due to the COVID-19 pandemic and the ongoing public health emergency that Colorado has been battling since March 2020, the hotel and restaurant industry in the city has suffered severe declines in revenue during the pandemic and have laid off and/or reduced the hours of significant numbers of workers. The closure of restaurants and hotels in the city also has a devastating effect on workers of those businesses, reduces tax revenues to the city, and will have other ripple effects throughout the city. It is imperative that the city provide relief to those workers impacted by layoffs and reduced hours resulting from COVID-19 in order to protect those workers’ nondisposable and disposable income, Denver’s economy, and local communities.

 

Founded in 1987, the 501(c)(3) Colorado Restaurant Foundation has pledged to operate as a safety net for those workers who are employed and who are experiencing general hardship, and they will continue to provide financial assistance (up to $1,000) to those in crisis due to an unexpected hardship (including COVID-19). This grant program with the city is being launched to build upon the success that CRF demonstrated with the distribution of $2M in relief grants to restaurant workers across the state in 2020. This grant program being contracted will allow for a 6% administrative fee for the CRF. As with the CRA’s statewide Angel Relief Fund, the grants under the contract will range up to $1,000 per individual, with hotel and restaurant workers residing in Denver who can demonstrate employment in the food service/hospitality industry for at least 90 days in 2020.

 

The grants of not more than $1,000 for each individual worker in the 2021 year will be available for any Denver resident hospitality worker who:

• has a primary source of income rooted in food and beverage

• lives in the city of Denver and is facing an unanticipated hardship (within the past 6 months)

• has worked at current employer 90 days + (considerations may be given from previous employer)

 

As with the city’s No Worker Left Behind program, these Denver relief grants will be available to qualified recipients regardless of immigration status and the city will not be collecting individual recipient information.
