Type and Scope of services to be performed:

This license grants a semi-exclusive right to Lyft for the operation of micromobility (i.e. dockless electric scooters and bicycles/e-bicycles) in the Denver right of way. Lyft will be joined by a second operator.

 

DOTI implemented a dockless micromobility program in the summer of 2018, which issued permits to five dockless electric scooter operators, and two dockless bicycle operators (five bicycle permits were offered, but only two were requested, and only one of those operators continued throughout the pilot period.

 

Based on lessons learned throughout the pilot program, DOTI issued an RFQ in March 2020 for the issuance of licenses for operation of combined electric scooter and bicycle/e-bicycle service. The decision to procure the service through an RFQ rather than the issuance of permits was made after the city’s docked bicycle operator (Denver Bike Sharing, operating as B-Cycle) ended service. It was felt that an RFQ would allow the city to be more selective in choosing operators that help the city meet the mobility goals laid out in the Mobility Action Plan and ensure that shared bicycle service remained in Denver.

 

After a review process conducted by a DOTI review team, Lyft was selected as one of two operators recommended for a license. Lyft was selected based on the strength of their proposal, which included a robust offer of free/subsidized rides for Denver residents and a meaningful contribution towards micromobility infrastructure that aligns with DOTI’s vision for mobility hubs and will provide more vehicle parking organization.

 

The program includes a strong equity component, including discounts for low income users as well as a requirement that 30% of vehicles be deployed to “Opportunity Areas” at the start of each day. The Opportunity Areas are based on DOTI’s Equity Map, which was developed over the last two years to allow for more focused analysis of equity need based on type of projects.

 

The program also includes strong education and enforcement components. Operators will be required to produce a rider education plan in conjunction with DOTI that ensures users have a clear understanding of the rules for riding and parking dockless vehicles. Additionally, DOTI will utilize its ROW Enforcement team to collect data on improper parking that will then be used to target actions towards “hot-spots” to areas that are presenting repeated parking issues.

 

The license has a five-year term, which allows the operators adequate certainty to facilitate investment in vehicles and associated infrastructure for the Denver market.
