The Disposable Bag Fee Fund, Fund No. 11877, was established through Ordinance No. 1367, Series of 2020, to administer new revenue to be generated by a new disposable bag fee. This fee was established through an amendment to Chapter 48 of the DRMC, made through the passage of Ordinance No. 1176, Series of 2019. Both Ordinances identified the Department of Transportation and Infrastructure as the expending authority of the fund. Since the Ordinance’s passage in 2019, the Office of Climate Action, Sustainability and Resiliency (CASR) was created. The scope of CASR to further the City’s climate initiatives is well-aligned with the intent of the disposable bag fee program; therefore, the administration wishes to change the expending authority from DOTI to CASR. This bill request amends Ordinance No. 1367, Series of 2020, which created the Disposable Bag Fee Fund to change the expending authority from DOTI to CASR.
