Executive Summary with Rationale and Impact:
Detailed description of the item and why we are doing it. This can be a separate attachment.
On June 28, 2021 Colorado Governor Jared Polis signed Senate Bill 21-279, allowing counties to provide property tax relief by reducing, waiving, or suspending interest associated with the late payment of property taxes. The resolution would authorize a full interest waiver associated with the late payment of property taxes beginning July 1 through September 30, 2021.
Interest would typically begin to accrue at the beginning of each month, meaning additional interest would accrue on July 1, 2021. However, for ease of implementation should City Council approve this resolution, the Treasury Division will preemptively waive those late interest charges and inform property owners of the upcoming legislative process. If City Council ultimately does not approve the resolution, the Treasury Division would then issue bills for the interest that accrued on July 1, 2021.
As required by Senate Bill 21-279, the city has notified all local taxing jurisdictions. Under the bill, the taxing jurisdictions had three business days to notify the city if they would be unable to meet bond payment obligations due to the temporary waiver of late payment interest.
