Approves a contract with Burns & McDonnell Engineering Company, Inc. for $24,417,933 and for two years for engineering and construction services to demolish and construct the replacement of equipment containing refrigerants phased out by the Environmental Protection Agency at Denver International Airport (202054748-00). The last regularly scheduled Council meeting within the 30-day review period is on 10-11-21. The Committee approved filing this item at its meeting on 9-8-21.

Type and Scope of services to be performed:
Denver International Airport (DEN) receives auxiliary thermal utilities from direct expansion air conditioning systems. In January 2010, the production of R-22 refrigerant, a Class II controlled substance, was halted. In a multi-year phaseout mandated by the Environmental Protection Agency, the sale and use of virgin R-22 has been banned. In 2020 a ban of all R-22 refrigerant went into effect, except for the recovery, recycle and reclamation for use in existing systems. This has escalated the operational costs for the air conditioning system. This project will phaseout three hundred (300) R-22 refrigerant units at DEN.
This project will replace unitary equipment using R-22 refrigerant at the Terminal, Concourse B, Concourse C, land side and air side buildings. All direct expansion air conditioning units are to be replaced with a like-for-like basis, subject to market availability, and will be evaluated on a case-by-case basis as part of this contract. Equivalent capacity will be maintained by new units using R-407 or R-410a refrigerants.
By pursuing this project as a Design-Build we intend to gain efficiencies in schedule and budget between design and construction.
