This bill request authorizes a $5,000,000 supplemental appropriation in the Department of Finance to make payments to active City employees as of August 2, 2021 who complied with the terms of the COVID-19 vaccination mandate by Sept. 30, 2021. On August 2, 2021, the City and County of Denver implemented a new Public Health Order (PHO) requiring all city employees to be fully vaccinated against COVID-19 by September 30, 2021 or face progressive disciplinary action. The intent is to reduce the spread of COVID-19 ahead of fall and winter months when respiratory illnesses typically increase.

 

To be compliant with the PHO, employees must have their vaccination status uploaded into Workday by September 30th, 2021. Employees who completed their required documentation to receive a medical or religious exemption by Aug. 31, 2021 and who were approved for a medical or religious exemption, may receive the benefit if they remain compliant with required exemption accommodations. All employees (full-time, part-time, uniform, civilian, on-call, independent agencies, elected officials), may qualify for the bonus. This supplemental is primarily intended to support General Fund employees; however the benefit will apply to all employees, regardless of funding source and this supplemental amount leaves some room for payments to be made to employees on behalf of other funds, if needed. Subsequent ordinances may be required to appropriate from fund balance in those funds if they cannot absorb the costs in their existing appropriation.

 

General Fund Contingency is currently $22,387,823. As a result of approving the above supplemental request, General Fund contingency will be $17,387,823.
