Executive Summary with Rationale and Impact:

Detailed description of the item and why we are doing it. This can be a separate attachment.

This bill request establishes the “Transportation and Mobility” Special Revenue Fund, number 11882, in the General Government Special Revenue Fund Series.

This fund will provide dedicated support for transportation and mobility projects related to bicycles, sidewalks, safety, and transit improvements. The revenue to the fund includes appropriated General Fund transfers, which are made possible by an increase in parking meter rates in 2022 from $1 to $2 per hour. The 2022 budget includes a $9.5 million General Fund transfer to this fund. Of that total, $9.2 million is appropriated in 11882 to make a transfer to the Capital Improvement Program to support transportation and mobility projects. This fund will support two FTE in 2022 to administer programs.

The expending authority of the new fund will be the Executive Director of the Department of Transportation and Infrastructure. The Fund will be appropriated and non-lapsing.
