Amends Ordinance 406, Series of 2013, to change the budget basis of the Composting Special Revenue Fund from appropriated to revenue-based to align the budget with program revenue received. The Committee approved filing this item at its meeting on 12-28-21.

Ordinance No. 406, Series of 2013, established the Composting Special Revenue Fund to collect revenue and handle other financial transactions related to the Composting Program. This Ordinance also established that the Fund would be appropriated, and the Fund’s annual budget would be established in the Annual Appropriation Ordinance. The primary revenue to this Fund is the fee revenue from the Composting Program, which has grown significantly since the program’s inception. The annual appropriations have fallen short of the cash balance in the fund. As a result, the Department of Transportation and Infrastructure, which administers the program, has not been able to access the full amount of cash in the fund. This Ordinance is an administrative action to allow DOTI to establish budget throughout the year as cash is received based on program performance.
