Type and Scope of services to be performed:

Vendor will collect from the debtor both the amount owed the Court and the collection fee of 20%, remit the amount owed to the general fund and retain its collection fee. All monies owed to the Court will be credited against the debtor’s obligation and then reverted to the general fund. This amended Scope of Work negates and reduces to zero the current contract amount.

 

 

 Integral Recoveries, Inc. has provided collection services for the Court since March of 2009. Most recently, Integral Recoveries was selected after an RFP was issued in June 2016. COURT-201630637-00 was fully executed on December 7, 2016. The Amendatory Agreement (COURT-202053947-01) extending the term and increasing the funding passed Council on April 6, 2020 and was fully executed on April 9, 2020. The Second Amendatory Agreement (COURT-202055006-02 amending the Scope of Work passed Council on October 5, 2020 and was fully executed on October 8, 2020. Current term of the Agreement is from February 1, 2017, through February 1, 2022.

Integral Recoveries supports Denver County Court in collecting delinquent fines, fees, costs, and restitution. The assessment and collection of these costs is ordered by the Court and is defined in state statute and city ordinance.

In 2020, because of COVID-19 related budget reductions, the Court worked extensively with Integral Recoveries to re-engineer the court’s collection process. To achieve this new process, the Court and Integral Recoveries dedicated numerous hours of information technology resources throughout 2020 and 2021. This new process has streamlined collection efforts and no longer requires an advanced budget allocation from the city general fund.

Given the resources allocated to the development and implementation of this new process, Denver County Court requests a two-year extension of the Integral Recoveries contract, from February 1, 2022, through February 1, 2024. Additional funds are not necessary as a new collections process negates the need for a budget allocation.
