State law requires City Council approve a Service Plan for a new metropolitan district, or an amendment to a service plan for an existing district. The Southeast Public Improvement Metropolitan District ("District") is located in the far south Denver area covering the Denver Technological Center. The District is a cross jurisdictional metropolitan district covering portions of Denver, Arapahoe, and Douglas Counties. The District's original main purpose was to finance transportation related services and activities on a shared or partnership basis with a coalition of local governments located in the southeast Denver metropolitan area.
