A bill for an ordinance revising Article III, Chapter 11 of the Revised Municipal Code.
Amends the Denver Revised Municipal Code, Article III, Section 11-21 to strike the word “sole” from the Denver Revised Municipal Code to allow Denver Preschool Program (DPP) to pursue additional funding opportunities and programmatic services beyond administering programming under contract with the City. The Committee approved filing this item at its meeting on 7-13-22.

A code change is requested to strike the word “sole” from the following paragraph:
The sole purpose of the corporation as reflected in the corporation's articles of incorporation shall be to administer the Denver preschool program under contract with the city in accordance with the requirements of this article and all applicable laws.
The word “sole” limits DPP’s ability to pursue other opportunities and funding. With the impending implementation of Universal Preschool in Colorado, DPP is well positioned to serve as the local lead for implementation in Denver. Striking the word “sole” from the code would allow DPP to pursue a State contract to serve as the local lead for Universal Preschool implementation and other possible opportunities to expand services and affordable childcare to Denver families. With years of proven success in Denver and with a strong working relationship with the Office of Children’s Affairs, allowing DPP to pursue further opportunities leverages existing infrastructure and maximizes the City’s efficiency in executing these contracts without having to create new, redundant infrastructure with other entities that lack the history of success that DPP has.
