Type and Scope of services to be performed:

 

Currently, only 30,000 homes participate in Solid Waste Management’s compost program, largely because it is a fee-based subscription. Solid Waste needs to order a total of $8.4 million dollars worth of carts in 2022 in order to expand compost service to the remaining 142,000 homes. Compost expansion is part of a larger initiative in which Solid Waste transitions to volume-based pricing. This new cost-of-service fee includes all Solid Waste services (trash, recycle, compost, ETC/LIP, special programs). The fee varies based on the size of the trash cart assigned to a home, with recycle and compost carts included at no additional cost. The compost cart roll-out will include heavy education and outreach. To ease some of the burden on the General Fund, Solid Waste applied for this FRWD grant to help subsidize the cost of the compost carts for this citywide expansion.
