In June of 2022, City Council approved Ordinance No. 685, Series of 2022, to establish the Volume-Based Pricing Program. The City now requires a Special Revenue Fund to administer the program. Implementation costs of $10 million are needed in 2022 to ensure the program is up and running in January of 2023. Costs primarily include cart purchases and an education campaign. Additionally, the City is in the process of accepting a grant of $2,300,000 with the Front Range Waste Division of the Colorado Department of Public Health and Environment, contingent upon a $2,300,000 cash match from the City. The appropriation in this Special Revenue Fund will include the cash match for this grant.

 

The Special Revenue Fund will be called the Volume-Based Pricing Program Fund, fund number 11886. It will be appropriated and non-lapsing. The expending authority will be the Executive Director of the Department of Transportation and Infrastructure. Future year appropriations, including for 2023, will be included in the Long Bill.
