Type and Scope of services to be performed:

 

Federal CARES Act Housing and Urban Development (HUD) Emergency Solution Grant - Corona Virus Program (ESG-CV) funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic (COVID-19) among individuals and families who are homeless or receiving homeless assistance; and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19.

 

                     The Jewish Family Service ESG-CV contract predominantly supports rapid rehousing programs, in addition to homelessness prevention programs for individuals and families in Denver who are experiencing housing instability or homelessness due to the COVID-19 pandemic and related economic impacts.

                     

                     Homelessness prevention programs are intended to mitigate factors that put people at risk of becoming unhoused. Homeless prevention services offered by Jewish Family Service include housing stability case management, emergency financial assistance, and wraparound supports to help stabilize households at-risk for homelessness, specifically those households that have been impacted by COVID-19. The goal for the Jewish Family Service homeless prevention program is to serve 49 unduplicated households. Between 01/01/2021 and 09/01/2022, the homeless prevention program has supported 8 households (22 individuals).

                     

                     The rapid rehousing services provided by Jewish Family Service uses a housing first model to move individuals and families experiencing homelessness quickly and efficiently back into permanent housing, especially those who have been adversely impacted by the COVID-19 pandemic. The goal for the Jewish Family Service rapid rehousing program is to serve 58 unduplicated households. Between 01/01/2021 and 09/01/2022, the rapid rehousing program has supported 52 household (142 individuals).

 

This total contract amount is being reduced by $700,000.00 from $1,700,000.00 to $1,000,000.00. This contract is being reduced is a result of Jewish Family Service in order to reallocate unutilized funds to other ESG-CV contracts in order to serve more individuals who are impacted by the pandemic.

 

This resolution also seeks to extend the current contract term by an additional 12 months as listed below in order to continue to serve individuals and families in Denver who are experiencing housing instability or homelessness due to the COVID-19 pandemic and related economic impacts.
