Pursuant to Denver Charter § 12.1.1(B)(vi) and DRMC Sec. 2-371(c), the Citizen Oversight Board nominates Lisabeth Pérez Castle for appointment to the director of the Office of the Independent Monitor, to be effective January 4, 2023. In accordance with the relevant ordinance, the Citizen Oversight Board formed a Screening Committee to evaluate all applications for the position. The Committee interviewed selected candidates and moved two candidates forward for consideration by the Citizen Oversight Board and the community. The Board interviewed the candidates and organized a community vetting process as required by ordinance. That community process consisted of 5 meetings with stakeholders including public safety leadership, public safety union representatives, the current interim monitor, and two virtual forums open to the public that were co-hosted with local community groups. All stakeholders were given the opportunity to provide feedback, and the Board reviewed all the available feedback prior to making their unanimous selection.

 

                     Current members of the Citizen Oversight Board include: Julia Richman (Chair), Nick Webber (Vice-Chair), Terrance Carroll, Karen Collier, Larry Martinez, Stefan Stein, and Ana Thallas.

                     Members of the Screening Committee utilized included: Julia Richman (Chair), Stacie Gilmore (Council Representative), Gary Jackson (Judge), Alexander Landau (Community Representative), Nick Mitchell (Oversight Expert), Kathy Nesbitt (Denver Office of Human Resources Director), and Tracy Winchester (Mayoral Representative).
