HB21-1085, enacted by the state in 2021, requires that all counties adopt a licensing program for Secure Transport Services. Secure Transport Services (STS) are private agencies that provide urgent (but not emergency) transportation to a behavioral health facility for individuals experiencing a behavioral health crisis. The requested ordinance establishes a local licensing program and adopts the minimum regulations required by the Colorado Board of Health for STS.
