Authorizes a cash balance transfer of approximately  
$8,000,000 from the Coronavirus Emergency Response  
Fund to the Department of Housing Stability’s General  
Fund and authorizes appropriation to support the House  
1000 Initiative.  
Amends Ordinance No. 591, Series of 2021, to make  
additional allocations of funds from the Recovery  
category of the ARPA Grant based on interest earnings  
through June of 2023 in the amount of $4,700,000 to  
support the House1000 Initiative, citywide.  
Approves a rescission and appropriation of $2,000,000  
from the unused capital improvements funds into Capital  
Program HY002-Micro Communities Implementation to  
support the development of micro communities for  
individuals experiencing homelessness, citywide.  
Amends an on-call contract with Environmental Hazmat  
Services, Inc., by adding 6 months for a new ending date  
of 04-09-2024 to continue to provide the collection of  
discarded and abandoned solid wastes including  
putrescible wastes, medical waste, drug paraphernalia,  
and other materials in alleys, sidewalks, parks, and other  
public spaces, and clarifies invoicing process, citywide.  
No change to contract amount.

Consent Items  
Approves an on-call contract with Denver Health and  
Hospital Authority for $779,791 to provide vendor  
services to Head Start delegate agencies for a term July  
1, 2023 through June 30, 2024, citywide  
(MOEAI-202367559).  
Amends a contract with Busco, Inc. to add $2,600,000 for  
a new total of $3,550,000 and 2 additional years for a  
new end date of 12-31-2025 to provide bus  
transportation to and from shelter locations, citywide  
(HOST-202370237-01/202265184).  
Approves a grant agreement with U.S. Department of  
Housing and Urban Development for $1,053,953 and 1  
year to fund the Continuum of Care Spectrum Program to  
provide permanent supportive housing through: Urban  
Peak, serving youth; The Empowerment Program serving  
formerly justice involved women and trans people; and  
Saint Francis Center serving seniors, citywide  
(HOST-202370192).  
Amends a contract with Volunteers of America, Green  
Willow Project, to add $440,000 for a new total of  
$1,540,000 and 1 additional year. The funds will be used  
to provide rental assistance and support services for  
those experiencing homelessness who are fleeing  
domestic violence, citywide  
(HOST-202370035-01/202157472).  
Amends a contract with The Salvation Army by adding  
$3,666,000 for a new total of $9,166,000 and one year  
for a new ending date of 12-31-2024 to support  
operational and programmatic activities of  
non-congregate shelter at New Directions, formerly  
known as Best Western, citywide (HOST-202369411-02 /  
HOST202261825).  
Amends a contract with The Salvation Army, Lambuth  
Center project, to add $394,372 for a new total of  
$1,233,116 and 1 additional year. The funding will be  
used to support shelter operations as well as longer term  
housing for those experiencing homelessness, Citywide  
(HOST-202370088-02).  
Amends a contract with The Saint Francis Center by  
adding $156,000 for a new total of $624,000 and one  
year with a new ending date of 12-31-2024 to continue to  
provide rapid rehousing services through case  
management and employment services to eligible  
participants who are homeless ex-offenders transitioning  
out of the criminal justice system, citywide  
(HOST-202370036-03 / HOST-20157455).  
Approves a funding agreement with Volunteers of  
America for $13,235,433 in RISE GO Bonds to finance  
construction of 60 non-congregate shelter units for  
families at the Theodora Family Hotel located at 4855  
West Colfax Avenue. The term is 12-1-2023 through  
11-30-2083, in Council District 3 (HOST-202370324).
