Amends a Master Purchase Order (MPO) with Vance Brothers, LLC to add  
$2,250,000.00 for a new total of $3,000,000.00 for tack oil used at the  
Denver Asphalt Plant. No change to MPO length, citywide (SC-00010213).  
Council Resolution 25-1095 was approved by consent.
