term of Effective Date to the earlier of (i) Substantial Completion of Project  
or (ii) +12 Months to update crossing panels and railroad signals, including  
a maintenance agreement for upkeep after the installation at the BNSF  
Walnut Street Sportswalk, in Council District 3 (DOTI-202580640).
