Note:  Due to a fast approaching deadline this ordinance request is being submitted while the agreement is being finalized.  The funding source, the Department of Energy, has given us a deadline of February 29th to have an executed agreement.  The programmatic model that will be implemented was only recently approved by the DOE and the selection and contract negotiations have been underway since that time.  This program represents an excellent opportunity to utilize Federal dollars as an incentive to provide energy efficient loans to residents and businesses of Denver.  We are asking that the ordinance request process be initiated while the contract is undergoing its final preparation in order to meet our February 29th deadline. 

 

To clarify, the Contract amount line items in the request form, we have indicated a zero ($0.00) value because the funds ($3,239,789.13) would be deposited directly into an escrow account at CHFA from Boulder CountyDenver would never “receive” the funds, we would only be responsible for authorizing the movement of funds within CHFA.  After consulting with Finance, Risk, and Budget & Management staff, it was determined that an ordinance would be required to authorize those movements.
