Note: Due
to a fast approaching deadline this ordinance request is being submitted while
the agreement is being finalized. The funding source, the Department of
Energy, has given us a deadline of February 29th to have an executed
agreement. The programmatic model that will be implemented was only
recently approved by the DOE and the selection and contract negotiations have
been underway since that time. This program represents an excellent
opportunity to utilize Federal dollars as an incentive to provide energy
efficient loans to residents and businesses of
