23-1300 A bill for an ordinance changing the zoning classification for 200  
West Warner Place in Globeville.  
Approves a map amendment to rezone the property from I-A UO-2 to I-MX-3 UO-2,  
located at 200 West Warner Place, in Council District 9. The Committee approved  
filing this item at its meeting on 9-26-2023.  
Council sat as a Committee of the Whole, commencing at 7:17 p.m., Council  
President Torres presiding, to hear speakers on Council Bill 23-1300. Jesse Parris  
signed up to speak in favor of the bill. Angela Browne signed up in opposition of the  
bill. Edson Ibañez of Community Planning and Development delivered the staff  
report.

PRE-ADJOURNMENT ANNOUNCEMENT  
Council President Torres announced that on Monday, November 27, 2023, Council will  
hold a required public hearing on Council Bill 23-1483 changing the zoning classification  
for 4850 North Federal Boulevard in Chaffee Park; and a required public hearing on  
Council Bill 23-1484 changing the zoning classification for 5107 - 5135 North Emerson  
Street in Globeville. Any protests against Council Bills 23-1483 and 23-1484 must be  
filed with the Council Offices no later than noon on Monday, November 20, 2023.  
Council President Torres also announced that on Monday, November 6, 2023, Council is  
scheduled to sit as the quasi-judicial Board of Equalization to consider reduction of total  
cost assessments for Local Maintenance Districts. One written protest of assessment for  
the Phase II Broadway Pedestrian Mall, which is located in Council District 7, was filed  
with the Manager of the Department of Transportation and Infrastructure by the  
deadline of October 19, 2023. Therefore, Council will sit as the Board of Equalization for  
the Phase II Broadway Pedestrian Mall.  
No written protests of assessment were filed with the Manager of the Department of  
Transportation and Infrastructure by the deadline of October 19, 2023, for the following  
Local Maintenance Districts and, therefore, Council will not sit as the Board of  
Equalization on Monday, November 6, 2023, for:
