Type and Scope of services to be performed:

The Office of Climate Action, Sustainability, and Resiliency (CASR) was established in the past year to elevate and expand the City and County of Denver’s climate initiatives. CASR is pursuing grant funds to further its impact. It is being awarded a grant from the State of Colorado but currently lacks a grant fund to administer it. This bill request establishes the “Climate State Grants Fund”, Fund No. 11303, in the General Government Special Revenue Fund Series. The fund will be sponsor funded and the expending authority will be the Executive Director of the Office of Climate Action, Sustainability, and Resiliency.

 

This bill request also accepts the grant agreement with the Colorado Department of Local Affairs for $1 million for the Renewable Denver Initiative under the Energy and Mineral Impact Assistance Program. Grant funding can be used for the solar infrastructure only - The City and County of Denver (Grantee) will construct approximately 4 MW of community solar gardens hosted across public parking lots, rooftops, and vacant land parcels owned by the City. Work includes construction of canopies at approximately 8-10 sites, which will hold approximately 10,126 panels creating up to 4 MW of electricity.

 

The Match on this Grant will be paid through a Power Purchase Agreement. A Power Purchase Agreement is a contract for the City to purchase electricity for a 20-25 year term from the solar arrays developed as part of the Grant. The utility budget is an operating expense managed by the Department General Services. The agreement is support by General Services and will save the City money on its utility bills compared to what it currently pays Xcel Energy. Any Power Purchase Agreements associated with this grant will be submitted to the City Council separately for approval.  Constructed solar arrays will be contracted to a 20 year site lease agreement and power purchase agreement.
