A bill for an ordinance designating certain properties as being required for public use and authorizing use and acquisition thereof by negotiation or through condemnation proceedings of fee simple, easement and other interests, including any rights and interests related or appurtenant to properties designated as needed for the traffic and pedestrian safety improvement project along the Mississippi Avenue Corridor, running from Eliot Street to Quivas Steet, also known as Safer Main Streets - Mississippi Avenue Vison Zero Project.
Grants the authority to acquire through negotiated purchase or condemnation any property interest as needed to support the Safer Main Streets - Mississippi Avenue Vision Zero Project, including easement interests, access rights, improvements, buildings, fixtures, licenses, permits and other appurtenances, located along the Mississippi Avenue Corridor running from Eliot Street to Quivas Steet in Council District 7. The Committee approved filing this item at its meeting on 3-14-2023.

The Project will facilitate pedestrian safety improvements along the Mississippi Avenue Corridor, running from Eliot Street to Quivas Steet. Improvements will be made via application of the road diet strategy, removing one through lane in each direction, maintaining existing two-way left-turn lane(s) and auxiliary turn lanes at intersections. Improvements will also include widening pavement width (for parking, bus pull-outs and/or future bike-lane connectivity), raised-curb medians, re-alignment of crosswalks, addition of curb bulb-outs as well as modifications to ADA ramps along neighborhood sidewalks in Council District 7. The Project will require the negotiated purchase or condemnation of all or any portion of any property as needed. This includes easement interests, access rights, and improvements. This ordinance also grants the right to negotiate and execute all agreements and the authority to process all necessary payments.
Safer Main Streets - Mississippi Avenue Vision Zero Project has a total of four (4) temporary easements. These parcels include the following:
