Approves a contract with Vivent Health, Inc. for $1,165,160 and through 12-31-2023 to administer the Housing Opportunities for Persons with AIDS (HOPWA) housing assistance and supportive services programs, citywide (HOST 202366622-00). Type and Scope of services to be performed:
Housing Opportunities for Persons with AIDS (HOPWA) was established in 1990 as part of the Cranston-Gonzales National Affordable Housing Act of 1990 to address housing and related supportive services needs of low-income people living with HIV/AIDS. Housing is essential to the health and stability of all people, but particularly for those living with HIV/AIDS who are addressing a chronic health condition; in high-cost cities, such as Denver, the challenges can be particularly dire. HOPWA provides rent assistance to help prevent eviction, as well as housing access for those exiting homelessness. Additionally, HOPWA funds supportive wrap around services necessary to stabilize households - particularly for those whose medication regimen is paramount to their longevity.
HOPWA services including housing assistance, housing navigation, and case management serve people living with HIV with low-income. Housing assistance programs supported by this contract include TBRA (Tenant-Based Rent Assistance), STRMU (Short-Term Rent, Mortgage, Utilities), and PHP (Permanent Housing Placement).
Scope of work:
Housing programs supported by this contract include Short-Term Rent Mortgage Utility Assistance (STRMU) which provides housing assistance to eligible households for up to $2,500 or 21 weeks (continuous or non-continuous) of assistance, whichever is higher, in a 52-week period. This program is designed to prevent homelessness by assisting to retain long-term, stable, permanent housing options for households that might otherwise lose their housing. 120 households will be served through STRMU.
Tenant-Based Rental Assistance provides housing assistance whereby eligible households pay 30% of their income and the remaining rent portion is paid in the form of a rent subsidy to the landlord for up to two years with possible extension. 40 households will be served through TBRA.
The Permanent Housing Placement Program provides deposit/move-in assistance to eligible participants. 25 households will be served through PHP.
Supportive Services, either in-house or through referrals, includes housing navigation, healthcare, support around adherence to healthcare and treatment, mental health and substance abuse counseling, support groups and psycho-educational workshops, housing resources, and vocational assistance.
