A resolution approving a proposed Agreement between the City and County of Denver and Qwest Corporation, d/b/a CenturyLink, to access, maintain, upgrade and install services at numerous City-owned locations.
Approves an agreement with Qwest, doing business as CenturyLink QC, allowing the Director of Real Estate to review and approve Qwest/CenturyLink requests for access to install and maintain telecom equipment in City-owned buildings leased to third party occupants (FINAN-202054293). The last regularly scheduled Council meeting within the 30-day review period is on 9-21-20. The Committee approved filing this item at its meeting on 8-18-20.

Type and Scope of services to be performed:
From time to time, CenturyLink requests the City to sign their form of Building Entry Agreement in order to service or install telephone/fiber serving third party (non-City) tenants or subtenants leasing space in City-owned buildings.
This presents problems because the CAO will not approve CenturyLink’s standard form and CenturyLink will not approve the City’s standard access agreement. Also, these installations do not fall under in-place agreements with the City’s Tech Services department because the communication facilities in question do not directly serve City employees.
This agreement allows CenturyLink to present such requests for installation or maintenance of communication equipment serving third party tenants of City-owned buildings to the Director of Real Estate for review and approval. If approved, CenturyLink and the City will enter into a letter agreement, the form of which is included in this Agreement, allowing entry.
Currently CenturyLink has made two requests which are pending execution of this Agreement: (1) on behalf of a subtenant of Rose Andom Center at 1330 Fox St, and (2) on behalf of a subtenant of Neighborhood House at 1265 Mariposa St.
