A resolution approving and providing for the execution of a proposed Grant Agreement between the City and County of Denver and the Colorado Department of Public Health and Environment concerning the “Food in Communities” program and the funding therefor.
Approves a grant agreement with the Colorado Department of Public Health and Environment Prevention Services Division for $800,000 and through 6-30-2024 to fund the Food in Communities program, expanding equitable and fair access to healthy, affordable, and culturally relevant foods, citywide (ENVHL-202368576). The last regularly scheduled Council meeting within the 30-day review period is on 7-24-2023. The Committee approved filing this item at its meeting on 6-21-2023.

Type and Scope of services to be performed:
FIC’s objectives are to adopt built environment and land use PSE changes which increase food production and improve food retail, and support infrastructure changes to improve local and regional distribution and procurement systems. The project has the following specific objectives over the term of five years:
● By June 30, 2028, adopt six (6) built environment policies (e.g., zoning, land use, retailer, markets, or transportation) to increase access to healthy foods.
● By June 30, 2028, improve three (3) local or regional distribution and procurement systems for healthy foods and beverages (e.g., farm to institution, farm to community, CSA, mobile food markets, food hubs).
● By June 30, 2028, annually design one (1) comprehensive evaluation plan, implement evaluation activities, and produce one (1) evaluation report which informs FIC strategic planning, peer learning, regional coordination, and program/project adaptation by DDPHE, JCPH, and FJNWA.
FIC will authentically engage with community members and coalitions, partner organizations, and local government staff and officials to assess policy and infrastructure needs, create action plans for community priorities, offer targeted technical assistance and capacity building for community collaborators, and offer seed funding for project implementation. This five-year proposal builds on the strong network of food systems collaborators across the three jurisdictions which FIC cultivated over the last four years as a current CCPD grantee. With this proposal, FIC will employ three key tools (Anti-Racist Evaluation Framework, Community Engagement Toolkit, and the PSE Change Continuum Toolkit) which form the core of how FIC authentically engages with community, tracks, and monitors PSE changes, and evaluates project efforts. FIC will guide the proposal’s implementation plan and budgeted activities toward the adoption of local policies and infrastructure to increase access to healthy foods and improve local and regional distribution and procurement systems for healthy foods and beverages.
