A bill for an ordinance approving a proposed First Amendment to Fiscal Year 2023 Amendment to the Second Amended and Restated Operating Agreement between the City and County of Denver and Denver Health and Hospital Authority, providing for the amounts to be paid for services by the City and County of Denver and by the Denver Health and Hospital Authority for Fiscal Year 2024.
Amends the 2023 Denver Health and Hospital Authority operating agreement to update language related to allocation of funds within specific sections of the agreement. No change to contract amount or duration. ENVHL-202371258. The last regularly scheduled Council meeting within the 30-day review period is on 12-18-2023. Type and Scope of services to be performed:
There is no amendment to the services provided in the scope of work for the 2023 Operating Agreement. The City and the Authority have agreed to shift unspent 2023 Operating Agreement funding from two sections/programs of the 2023 Operating Agreement (Public Health Clinics and Denver CARES) to the Patient Care Services (aka the Medically Indigent (MI) payment) section of the agreement. Based on DHHA grant funding secured, vacancy savings, and efficiencies, DHHA has unspent funds in two program areas (Public Health Clinics and Denver CARES) that allows the city to shift $1,800,000 from those programs into the Patient Care Services portion of the 2023 Operating Agreement budget to cover additional uncompensated care in 2023.
Broadly the scope of the DHHA Operating Agreement provides medical, public health, and mental health services to Denver residents and City agencies, and the City provides some services to DHHA mostly related to supporting the remaining career service employees who work at DHHA.
Services are divided into Core Services and Non-Core Services.
• Core services include the Patient Care (MI) Payment, Emergency Medical Services, Public Health Clinics, Denver CARES, prisoner medical services at DHHA (CCMF), etc.
• Non-Core services include Nurseline, jail medical services, Center for Occupational Health (COSH) & OUCH Line, etc.
City also provides services to DHHA including payroll and legal services related to Career Service employees at DHHA (total of 46 CSA employees), radio support, fuel, 911 call taker, etc.

The original ordinance approved the appendices to the Operating Agreement between the City and Denver Health and Hospital Authority for fiscal year 2023. The contract amount is for the City to expend funds of $69,745,033for DHHA services and the City to receive funds of $3,238,200 for City services provided to DHHA.
