A bill for an ordinance amending portions of Chapter 28, Article III, Article V and Article VII to extend sunset dates; and Approve Annual Aspirational Goals.
Amends Chapter 28 of the Denver Revised Municipal Code to extend the Division of Small Business Opportunity (DSBO) program for an additional eight months to allow for more time to discuss community recommendations to the program and to identify needed changes to the Ordinance, Rules and Regulations and internal policies and procedures. The Committee approved filing this item at its meeting on 2-27-19.

Amendments to the DSBO Ordinance will extend the DSBO program for eight months to allow for more time to discuss community recommendations to the DSBO program and identify needed changes to the Ordinance, Rules and Regulations or internal policies and procedures.
n Amendments will also include lengthening the certification term for SBEs and MWBEs from one year to three years, an adjustment that we believe will remove unnecessary administrative burdens for DSBO staff and certified firms.
n Finally, the amendments will clarify DSBO’s goal-setting process now that we have discontinued using external community stakeholders as committee members. This shift was made to bring our goal-setting process in line with city procurement standards as defined by the City Attorney’s Office, and to further reduce the potential for a conflict of interest or premature disclosure of project information prior to advertisement.
