A resolution approving a proposed Third Amendatory Agreement between the City and County of Denver and East Colfax Community Collective to provide community navigation to households earning at or below 80% of area median income to access emergency rental and utility assistance, eviction legal assistance, language interpretation services, and other housing stabilization resources.
Amends a contract with East Colfax Community Collective (ECCC) by adding $300,000 for a new total of $760,000 and one year for a new end date of 12-31-2024 to provide community navigation accessing rental utility assistance, eviction legal assistance, language interpretation services for an additional 360 unduplicated households at or below 80% AMI, in Council District 8. (HOST-202157445 / HOST-202371232-03). The last regularly scheduled Council meeting within the 30-day review period is on 1-2-2024. The Committee approved filing this item at its meeting on 11-29-2023.

Type and Scope of services to be performed:
: The East Colfax Community Collective (ECCC) Housing Navigation Program provides housing stabilization supports to Denver residents in East Colfax neighborhoods at or below 80% of the Area Median Income (AMI). ECCC helps to connect Denver residents at-risk of involuntary displacement with housing stabilization resources including but not limited to emergency rental and utility assistance, eviction/foreclosure legal defense, and foreclosure financial assistance. ECCC also provides households with language interpretation and translation services to ensure equitable access to available programs. This amendment will allow an additional 360 unduplicated households to be served in the 2024 program year for a new total of 1,020 unduplicated households served throughout the program’s duration.
