Vendor/Contractor Name (including any “DBA”): Jefferson County Public Health

Type and Scope of services to be performed:

Over the last three years of the Food in Communities grant, Denver Department of Public Health & Environment has been collaborating with the local public health agencies Jefferson County Public Health and TriCounty Health Department, both of which have food system teams. This partnership has been developed to address Denver community priorities related to food access and building out complete neighborhood food environments.

When Denver residents are accessing food, they are not stopping at the City limits/county line. Therefore, in order to provide a more comprehensive approach to 1) increasing access to nutritious, affordable and culturally important foods for Denver residents and 2) creating “complete neighborhood food environments” (see Denver Food Vision 2030), Denver needs to look beyond our borders and partner with local governments, local public health agencies, and food access organizations to create a regional food system that is more connected, efficient, and responsive to resident needs and priorities. Food access organizations may include the following sectors: food production, processing, distribution, retail, education, waste and redistribution.

Some of our accomplishments to date that have benefited Denver include: 1. Informing Denver’s Sustainable Food Policy Council about policy considerations related to regional food system infrastructure 2. Collaborating with GoFarm and Eaton Senior Resource Center, both of which are located in Jeffco, to deliver produce and prepared meals to Denver’s Villa Park neighborhood.  Building out a mobile market / farm stand concept with Sprout City Farms (some of their farmland is in Jeffco). This concept will serve Denver residents by increasing access to local fresh foods at the neighborhood level 4. The Food in Communities Sheridan/W. Colfax and East Colfax/NW Aurora Community Coalitions have informed the quality of life / food strategies that will be incorporated Denver’s neighborhood plans - East Area and East Central Neighborhood Plans and the West Area Neighborhood Plan. 5. Leveraging funding, food and other resources (e.g., PPE, supplies, boxes) during COVID to increase access to emergency food assistance for Denver residents

The funding source is Colorado Department of Public Health & Environment’s Cancer Cardiovascular Pulmonary Disease (CCPD) grant program. This is a reimbursable grant mechanism. Denver is the fiscal agent for these dollars. Thus the need for subcontracts with JCPH and TCHD.

Contract amendment with Jefferson County Public Health for $191,643 (total $566,653.64) and extending the contract for one year (through June 30, 2021) to continue building food systems and neighborhood environments to increase equitable access to healthy, affordable foods; also known as Food In Communities (FIC)
