A resolution approving a proposed Amendatory Agreement between the City and County of Denver and Wilson & Company, Inc. Engineers & Architects to include additional scope required as part of federal funding to finish designing a new pedestrian and bicycle bridge connecting Jewell Avenue over the railroad Consolidated Main Line (CML) and US 85 (South Santa Fe Drive) as part of the Elevate Denver Bond program in Council District 7.
Amends a contract with Wilson & Company, Inc. Engineers & Architects by adding $262,728 for a new total of $1,679,962 and 41 months for a new end date of 12-31-2026 to include additional scope required as part of federal funding to finish designing a new pedestrian and bicycle bridge connecting Jewell Avenue over the railroad Consolidated Main Line (CML) and US 85 (South Santa Fe Drive) as part of the Elevate Denver Bond program in Council District 7 (DOTI-202368816-01 / 202159138). The last regularly scheduled Council meeting within the 30-day review period is on 9-18-2023. The Committee approved filing this item at its meeting on 8-15-2023.

Original scope of contract (202159138) was to design a pedestrian and bicycle bridge along Jewell Ave. crossing the BNSF, UPPR, RTD and US 85 barrier, Also, to progress the vision depicted in the 2019 Jewell/Evans Station Bicycle Pedestrian Bridge Conceptual Design Analysis.
Amendment #1 additional scope of work is necessary to address changing conditions for the design and delivery of the bridge project. Two major changes are addressed: 1) Federal funding of the project has been granted, which includes oversight by CDOT and the need to meet CDOT and federal requirements; 2) The Construction Management/General Contractor (CM/GC) delivery method will be employed to construct the bridge, which requires additional meetings, coordination, and potential design revisions driven by the selected Contractor.
New bridge will provide a multimodal connection between Overland, Ruby Hill, and Platt Park neighborhoods; better regional access to Overland, Rosedale, University, and Washington Park neighborhoods, as well as a better alternative to Evans Ave bridge for bicycle and pedestrian access to RTD’s Evans Station.
