A resolution approving a proposed Amendatory Agreement between the City and County of Denver and Northeast Transportation Connections to expand service in a neighborhood transit service pilot by adding vehicles, extending the length of the pilot, and adding service to the Globeville, Elyria and Swansea neighborhoods in Council District 9, in addition to the Montbello neighborhood already being served in Council Districts 8 and 11.
Amends a contract with Northeast Transportation Connections (NETC) by adding $2,608,592 for a new total of $3,163,800.75 and 21 months for a new end date of 12-31-2024 to expand service in a neighborhood transit service pilot by adding vehicles, extending the length of the pilot, and adding service to the Globeville, Elyria and Swansea neighborhoods in Council District 9, in addition to the Montbello neighborhood already being served in Council Districts 8 and 11 (202159514-01_202264400-01). Type and Scope of services to be performed:
The proposed request is an extension to a contract agreement between DOTI and NETC to pilot operating a neighborhood transit service in Montbello. The need to extend is based off the success of the initial pilot with high ridership that has helped connect folks in and around the Montbello neighborhood. The proposed extension will expand the Connector Microtransit Service to the Gateway, Globeville, and Elyria Swansea (GES) neighborhoods for 21 months of additional service. This will add a 4th vehicle to the Montbello/Gateway service area and launch a 3-vehicle service in the GES service area.
The service will be free to users, operate at least 12 hours a day M-F with 7 or more vehicles, and serve the Montbello service area with point-to-point trips within the Montbello neighborhood, Gateway neighborhoods and between the neighborhood and the Peoria Rail Station. It will also serve the GES service area which is being defined with community stakeholders at this writing. DOTI and CASR are partnering to electrify a portion of the Connector service in both service areas with plug-in hybrid vehicles and fully electric vehicles.
Scope of work:
This contract was already approved for a sole source when it was initially executed due to Northeast Transportation Connections' service area covering the neighborhoods and their standing as the only transportation management association (TMA) in the area with experience delivering these services. Northeast Transportation Connections has been an excellent partner in delivering the first year of the Connector service pilot in the Montbello neighborhoods and significantly exceeding the contractual obligations and goals. DOTI is eager to continue this partnership to ensure there isn't a break in service that Denverites rely on in Montbello and to add 3 more neighborhoods of Gateway, Globeville, and Elyria Swansea to the Connector service for two more years.
After this contract term extension, the plan is to put operations of the Connector service out to bid for a longer-term and larger-scale operation, and this current term extension provides DOTI staff with the ability to assess the pilot data and use the findings to make data driven decisions on the procurement strategy that follows.

See Memorandum 8B, due to the following bidding exception rule provided in D.R.M.C. Sec. 20-64: these indispensable services to the City are only obtainable, for practical purposes, from a single vendor. NETC is a local, non-profit, Transportation Management Association that has a proven track record of delivering on similar projects for the City in the past.
