A bill for an ordinance approving a proposed Fourth Amendatory Agreement between the City and County of Denver and University of Colorado Hospital Authority for continued emergency provision of financial assistance to individuals living with HIV / AIDS.
Amends an intergovernmental agreement with University of Colorado Hospital Authority (UCHA) by adding $17,250 for a new total of $2,203,321 for continued medical case management, mental health, substance abuse outpatient care, outpatient/ambulatory health and early intervention services to individuals living with HIV/AIDS in the Denver Transitional Grant Area, citywide. No change to contract duration (202158736-04/ 202366533-04). The last regularly scheduled Council meeting within the 30-day review period is on 5-8-2023. The Committee approved filing this item at its meeting on 4-5-2023.

Type and Scope of services to be performed:
This is a contract amendment to add carryover funds from FY2021 to this FY2022 contract for a Ryan White Part A project. The Ryan White Part A funding runs on a fiscal year of March 1 to February 28 each year. Each fiscal year, carryover funds are those funds not spent at the end of the previous fiscal year that can be carried over into the current fiscal year, up to 5% of the Formula portion of the total fiscal year award. The Ryan White Part A funding that the City and County of Denver receives to serve the six county Denver Metropolitan area (Denver Transitional Grant Area, TGA) is comprised of three parts: Formula, Supplemental, and Minority AIDS Initiative (MAI) funding. The source of the federal funding comes from the Health Resources Services Administration (HRSA) HIV/AIDS Bureau (HAB). The Formula portion is based on the number of cases of HIV/AIDS in the Denver TGA. The MAI portion of the award is based on the number of HIV/AIDS cases that are People of Color. The Supplemental portion of the award is based on a competitive process through the three-year application and renewal process and is contingent upon the amount of previous year’s unspent funding that HRSA has available collectively from all jurisdictions. The carryover funding is only applied to the Formula portion of the total award. The grantee can only carryover 5% of the Formula portion of the award unspent from the previous grant year. At the end of FY2021, $209,218.00 was the total carryover funds to be carried over and applied to FY2022 for the City and County of Denver’s Ryan White Part A grant. This amount is divided among several organizations holding Ryan White Part A contracts for FY2022 and based on need and an ability to use the funds appropriately to support the work of the project. The contract being amended has a term of 03/01/2021-02/28/2023. All work being provided with this amendment was completed prior to 02/28/2023.
University of Colorado Hospital Authority expenditure contract provides services including early intervention, medical case management, mental health, outpatient ambulatory health services, and substance abuse outpatient care to individuals living with HIV/AIDS residing in the TGA.
