The purpose of the resolution is to set a public hearing to approve the 38th & Huron Urban Redevelopment Plan (“Urban Redevelopment Plan”).
Approving the Urban Redevelopment Plan will establish the 38th & Huron Urban Redevelopment Area (“Area”) and create the 38th & Huron Sales and Property Tax Increment Areas to assist in the process of redevelopment of a blighted site. The urban redevelopment project will support the revitalization of the Area through the construction of civil infrastructure needed for the Area and the development of approximately 425 units of housing, including a portion affordable to low- and moderate-income households, and ground floor retail. The Denver Urban Renewal Authority (“DURA”), in coordination with the City’s Department of Finance and Department of Community Planning and Development, is seeking to establish the Area to support the proposed redevelopment through the approval of an Urban Redevelopment Plan.
Staff with the City and DURA are drafting the Urban Redevelopment Plan and associated Cooperation Agreement authorizing the creation of the Area and the use of Tax Increment Financing by DURA. State law requires a public hearing be held prior to City Council’s consideration of establishing an Urban Redevelopment Plan, with 30 days’ prior notice. It is anticipated that the public hearing on the Urban Redevelopment Plan would be conducted on May 15, 2023.
DURA will be asking Council Committee to approve the resolution setting the public hearing on consent at the March 28, 2023, Finance & Governance Committee meeting. A presentation to the Finance & Governance Committee for the approval of the Urban Redevelopment Plan will be scheduled for April 25, 2023, ahead of the anticipated May 15, 2023, public hearing at City Council.
