Type and Scope of services to be performed:

The Colorado Department of Public Health and Environment (CDPHE) grant serves to reduce the burden of chronic disease in Colorado by focusing on cancer, cardiovascular disease, chronic pulmonary disease, early diagnosis, and treatment. The three-year awarded grant to the Department of Transportation & Infrastructure will be for the Denver Community Active Living Coalition: Built Environment Policy (CALC-BEP) program. The goal of the CALC-BEP program is to improve the health of traditionally underserved communities by providing culturally appropriate education, connecting community to available resources, promoting community action and participation regarding active transportation and sustainability. In addition, the program will support policy, systems, and environmental changes that increase access to safe, convenient places to be physically active. The City and County of Denver has been awarded this grant since 2015, which funds several community engagement staff within DOTI’s Office of Community & Business Engagement, as well as the CALC Micro-Grant program which provides micro-funding to community leaders for local active living and transportation safety projects.

 

The Denver Community Active Living Coalition program works to improve the health of traditionally underserved communities by providing culturally appropriate education, connecting community to available resources, promoting community action and participation regarding active transportation and sustainability, and support policy, systems, and environmental changes that increase access to safe, convenient places to be physically active. As the Department of Transportation & Infrastructure, we acknowledge that transportation and infrastructure investments in the past have created long-standing structural inequities that are critical predictors of health outcomes; infrastructure has the ability to either bolster or limit opportunities for health promotion, physical activity, and access to important assets for health. DOTI is committed to equity by providing attention and resources to the areas, assets, and people of the city with the greatest need through equitable engagement, contracting, investments, and workforce development. While reducing health disparities through policies, practices, organizational systems, and environmental changes, we can positively contribute to health-promoting opportunities for all Coloradans, regardless of who they are or where they live.

The purpose of CALC is to promote healthy behaviors by making healthy choices the default. In this case, making it easier and safer to walk, roll, bike, take transit, and participate in active play and recreation in our great city of Denver. CALC proposes to build momentum for increasing the quantity and quality of built environment spaces that encourage physical activity, thereby reducing risks of cancer, chronic disease, and environmental hazards, and improving health outcomes of communities experiencing the highest health and built environment inequities. The project will work city-wide across the City & County of Denver, while primarily serving areas defined by DOTI’s Equity Index to direct resources, support, and engagement to the communities and residents with the greatest needs. CALC will also use cross-agency partnerships and direct engagement with stakeholders to target and address built environment policy, systems, and programmatic gaps and opportunities.

Denver Community Active Living Coalition (Denver CALC) was originally created in 2015 supported by the Cancer, Cardiovascular, and Pulmonary (CCPD) grant program from CDPHE, and envisions a city with safe, convenient, and fun spaces to walk, roll, bike and take transit, where residents of all ages and abilities can connect to their environment and one another. Denver CALC works to build relationships and trust to close the gap between government and the community, while also promoting healthy lifestyles and behaviors. The new grant funds will continue to use the strong existing Denver CALC to robustly engage with residents and community partners, build trusting relationships, and build capacity (both internally and externally) to drive policy, systems, and environmental changes.
