Type and Scope of services to be performed:

SERVICES DESCRIPTION

A.                     DHA will provide a housing manager who will be responsible for the following activities:

a.                     Development and facilitation of housing goals and development specific to HOST goals and commitments to the homeless service provider community.

b.                     Continuous Collaboration with HOST staff, Advisory Council for People Experiencing Homelessness, neighborhood groups, developers, non-profits, elected officials, financing authorities and other entities as necessary specifically impacted by the development of 0-30% AMI housing for the homeless and other projects that will provide permanent supportive housing units.

c.                     Development of a tracking mechanism to monitor housing funding commitments, development barriers, and progress of lease up and occupancy.

d.                     Monthly reporting of vouchers made available to people experiencing homelessness.

e.                     Coordination of DHA Housing Choice Vouchers in collaboration with HOST for referrals and issuance of vouchers under the Local Preference Program pursuant to available funding. DHA will provide technical housing support.

f.                     Coordination of Volunteers of America Public Housing set aside with HOST. DHA will provide technical housing support and HOST will provide service support.                     

B.                     Provision of Local Preference Housing Choice Vouchers. The Department of Housing Stability’s Five-Year Strategic Plan outlines a vision for creating a health, housed, and connected Denver through investment, policy, and programs to support housing stability, to create and preserve housing opportunities and to resolve experiences of homelessness. In collaboration with HOST to implement the city’s strategic plan, DHA will allocate up to one hundred (100) voucher referrals to HOST each year for three (3) consecutive years beginning in 2024, after which DHA will evaluate continued voucher allocation based on utilization and available funding, acknowledging that ongoing allocations would be subject to DHA’s Board of Commissioners/Chief Executive Officer approval. These vouchers give priority to individuals/families that meet preference criteria based on local housing needs and priorities that can be documented by generally accepted data sources.

a.                     DHA will work with the City of Denver and other community partners to develop a shared vision for expanding housing opportunities for the most vulnerable people because of age, disability, or income and those that are experiencing homelessness or at risk of homelessness.

b.                     DHA will meet with HOST annually to review the Local Preference (LP) program and associated partners.

C.                     Obligations of DHA

a.                     Provide, up to, 100 local preference vouchers over a 1-year period to persons exiting homelessness for three years beginning January 1, 2024, thru December 31, 2026. The number of vouchers will be reviewed each year and communicated to HOST.

b.                     Provide and administer HCV/Section 8 vouchers for the referrals.

i.                     The annual renewal of the LP program is contingent based on funding and the number of vouchers available; not to exceed DHA’s baseline.

ii.                     DHA will effectively administer the purpose of the Local Preference Housing Choice Vouchers and agree to ensure that the system of applicant identification, screening, referral, qualification, case manager (if applicable) and service provision be implemented in such a way as to effectively coordinate and carry out the roles defined herein and to carry out their respective roles through each of their own initiatives and with their own resources.

iii.                     DHA agrees to provide services and products and to carry out all obligations under this contract, without exception, in accordance with all applicable federal, state, and local laws and implementing regulations as they currently exist and may hereafter be amended. No person will be denied housing or service described herein due to race, color, religion, sex, national origin, age, familial status, gender, or disability.

iv.                     Collaborate with developers to secure full funding of new development projects when applicable.

D.                     Housing Contracts and Development

a.                     HOST/PBV Manager will collaborate with HOST on housing contracts and developments specific to HOST.
