A bill for an ordinance establishing a new Fund in the General Government Special Revenue Fund Series for the “DOJ Settlement ADA Improvements” program.
Establishes the “DOJ Settlement ADA Improvements” Fund in the General Government Special Revenue Fund Series to implement ADA projects in accordance with the agreement with the Department of Justice. The Committee approved filing this item at its meeting on 11-2-21.

During 2020, the City entered into supplemental negotiations with the U.S. Department of Justice under Project Civic Access (PCA) to improve accessibility for individuals with disabilities. This bill request authorizes the establishment of the “DOJ Settlement ADA Improvements” Special Revenue Fund, fund Number 11884, in the General Government Special Revenue Fund Series, to administer the operating component of the ADA projects required by the DOJ. General Services will be the expending authority and this Fund will be appropriated and non-lapsing.
This bill request is a companion ordinance to a bill request that rescinds/re-appropriates $2million from General Fund agencies to appropriate a transfer to this Fund and appropriate the budget in this Fund. The rescission is possible because the City appropriated budget for ADA improvements in the Department of Parks and Recreation and the Denver Public Library based on the draft list of contemplated facilities. In January 2021, after the 2021 budget was finalized, a four-year supplemental agreement with the Department of Justice (DOJ) was executed to address ADA improvements in 18 additional facilities not included in the original agreement. The final list of facilities included City administrative and human services facilities, safety buildings, and performing arts venues. It did not include parks and recreation or library facilities.
